Title: Impact Evaluation of the Buhayin ang Maynila Program of Mayor Lito Atienza: The Construction of Universidad de Manila Within Mehan Garden

Abstract: This thesis tackles the impact of the Buhayin ang Maynila Program of Mayor Lito Atienza particularly the construction of Universidad de Manila, formerly known as the City College of Manila, within the historical area of Mehan Garden to the Manilenos. The researcher gathered data from the Manila City Hall, the Universidad de Manila, Manila City Library, National Historical Institute and University of the Philippine Manila College of Arts and Sciences Library. Using Historical Materialism as the theoretical framework for this thesis, the researcher hypothesized that the construction of Universidad de Manila within the Mehan Garden has not resulted into a sustainable urban development for it has compromised the right to culture of the future generations to enjoy the cultural, historical and environmental properties of the city of Manila. To support this hypothesis, the researcher conducted surveys and interviews to the residents of Manila. The result of the survey was calculated using chi-square method and the outcome only proved that the educational infrastructure project that was the construction of the Universidad building within a historical area of Mehan Garden has not resulted into what we call a sustainable urban development for the city of Manila. Divided into four chapters, the first part of this thesis lays out the foundations of the study. The second part accounts the overview of the study which includes the history of Manila, the Buhayin ang Maynila, the Mehan Garden and the Universidad de Manila. The third chapter accounts the presentation and analysis of data and the last part accounts the conclusion and recommendation.
