Abstract: Low-income families bear the brunt of the pandemic and its consequences; strict lockdowns, restricted mobility, job and food insecurity, and health-related expenses, to name a few. As a response to the plight of vulnerable groups, DSWD, by virtue of Bayanihan to Heal as One Act, mobilized $600 million worth of funds to fund emergency relief operations such as the Social Amelioration Program, distribution of relief goods, streamline and expedite purchasing process of any PPEs, risk allowances of healthcare workers, and more. This study seeks to explore the lived realities of Barangay Botocan residents through coping strategies, pandemic stories, and how COVID-19 shifted their life forever. As a means of mitigating the impact of the virus, the Philippine government, through its facilitation of the Social Amelioration Program, aims to provide financial assistance to eligible groups. The cash aid ranges from 5,000 to 8,000 Philippine pesos, depending on the region. Given that the Coronavirus pandemic reached worldwide recognition only three years ago, this study seeks to contribute to the existing yet limited bodies of work that investigates the experiences of beneficiaries of the Social Amelioration Program. By utilizing Arturo Escobar’s development framework, we can make sense of the term ‘development’ within the context of third world countries and international aid. To complement the study, data was collected through semi-structured interviews for flexibility, which is further supplemented by document analysis using the combination of black and gray literatures. Results of the study narrate the on-ground experiences of selected SAP beneficiaries residing in Barangay Botocan, and further reveal five themes. First theme experience in SAP collection which describes the experiences of the recipients as they learn about the financial aid, determine their eligibility, necessary paperwork, and claiming proper. Next theme is the stark difference between pre-pandemic and post-pandemic experiences, highlighting the changes and coping mechanisms practiced ensuring continuity. Third theme revolves around the discussion of perceptions and personal values. Following the fourth theme that tackled how SAP served as saving grace, and finally, the theme of aspirations that highlighted changes they want to witness for the betterment of themselves and the community they belong to.
