Title: Housing Programs of Non-Government Organizations in Baseco Compound and its Implications to the National Housing Program

Abstract: The purpose of this study is to find out the responsiveness of housing programs in Baseco compound in the City of Manila to the victims of the past fires that destroyed thousands of homes and left thousands homeless. It discusses how non-government organizations are providing the housing needs of the people that the government has neglected. It tackles the history of the housing programs of the government and its eventual evolution to the system we see today where the government has apparently privatized the whole housing sector and changed its role from provider of housing units to an enabler, whose only function is regulation and coordination between the local government units and the private sector. A survey of recipients of housing units was conducted to find out the current conditions of residents and their sentiments with respect to the housing needs of the poor Filipino people. Accidental Sampling was used to choose the respondents to the survey. The result of the survey shows that majority of people believe that the government is not providing enough support and help in terms of housing programs, the main reason that people believe why this is so is because of lack of funds and government corruption. The study affirms the researcher's hypothesis that the government has neglected the poor of the country and that the private sector has assumed the role of providing the housing needs of the Filipino people.
