Filipinos deem education as a vital part of life and of its development. Even Filipino families living below poverty line strive to send their children to school for they consider education as the only and best thing they could offer to their sons and daughters. These two explain why the most up-to-date Fact Sheet of basic education statistics of the Department of Education (S.Y. 2006-2007) declares a population of thirteen million enrolled in elementary schools. More than twelve million of that entire populace are attending public schools. 343,646 teachers educate them. 6. 3 million are enrolled in secondary education. Five million of them belong to public schools. 128,191 teachers educate them. These statistics manifest teacher ratios of one teacher for every thirty-five elementary students and one teacher for every thirty-nine students of secondary education. The idea that thirty-five individuals entrust their education to a sole teacher becomes much necessary to be observed. It becomes vital to verify if the educators are indeed giving the proper education that each student must receive amidst other hindering factors for educational achievement like little budget allocation of government for education and the financial statuses of the families of the students.
