Abstract: | The purpose of this study is to show the situation of the street vendors in Divisoria after the Local Government of Manila has passed programs that would limit the time that vendors could sell and that they must be legalized. The study aims to evaluate if the Local Government of Manila, despite these policies, can provide Social Protection to the street vendors. It also aims to show if the situation of street vendors improve over the 12 years. International Labour Organization (ILO)’s Decent Work Framework will be used to check if the government and the can provide Social Protection. Based on the data that was gathered, there is not much difference in the situation of the street vendors in 1992 and 2014. They still have the same problems with permanence in their selling place. The findings also suggest that the government is ineffective in providing Social Protection to the Street Vendors because they fail to give them enough job opportunities, they do not involve street vendors in policy-making, the income of the street vendors is not enough and the rights of the street vendors to livelihood were trampled by the regulation mechanisms |
