Abstract: The paper aims to assess Mother Tongue-Based Multilingual Education (MTB-MLE) as a teaching method in the case of Magsaysay Elementary School and Central Elementary School in Lingayen, Pangasinan. The MTB-MLE as a teaching method is best assessed by the comparison of the learning outcome of non-MTB-MLE pupils and MTB-MLE pupils. Listing the problems or gaps and areas of improvement of MTB-MLE is also an important way of assessing the policy. The researcher did the overall assessment through classroom observation, interview, document analysis, and a focus group discussion necessary for the test assessment. The result indicated that the MTB-MLE practiced in two schools in Lingayen, Pangasinan is a watered down version of the MTB-MLE envisioned by international and local research. This study has described how these already watered down provisions are not strictly enforced as far as the findings in selected grade 1 classes in two schools in Pangasinan are concerned. Additionally, the program suffers from insufficient L1 materials, poorly L1-trained teachers and unsupportive parents, which raises serious doubts as to its efficacy and success as a learning and teaching strategy. Overall, the result of this study is suggestive of what to be expected in mother tongue language policies.
