Title: "Discipline and Good Governance" is discipline the path to attain good governance?

Abstract: The purpose of this study is to determine the relation between discipline and good governance. To determine the appropriate degree of discipline that is necessary to obtain good governance within the local administration of the Philippines particularly in selected local municipalities in Biñan. The methods used in this paper consist of interviews, document content analysis, and participant observation. This paper will be guided under the framework of Rational Choice and will be viewed under the lenses of Psychology, History and Political applications. However, due to its general nature it can be viewed and applied in other disciplines as well. There have been little documents that support any relations between the two within political literature, moreover, there have been certain documents that support and often explain the relations between the two in the realm of psychology and political science. Similar books may include Foucault’s Panopticon in which that the individuals subjected with a harsh form of discipline were made to believe that they themselves were always observed and thus adjusted their actions accordingly. The interviews conducted in selected Local Government Units in the Philippines particularly in Biñan which also produced varying results that corresponds to Psychology and Historically related documents such as their experiences during the Marcos regime which focused on a very severe form of discipline. The researcher was able to observe that that there is a link between Discipline and Good Governance and that Discipline should be applied in moderation and should only be heavily enforced if necessary but the management should also listen and adjust to the needs of the subordinates to prevent rebellion and to maintain good governance in accordance with the standards of the United Nations.
