dc.description.abstract Majority of the local firms today base their Corporate Social Responsibility frameworks either on improvement of the environment or the development of the local society. While it is noteworthy that the private sector takes time in "giving back" to the society, it is also notable that most of these firms are focused on philanthropic, one-time activities and grant-giving. As such efforts by private companies keep on increasing, the credibility of them being highly contributory to local community development is on question. There is a significant percentage of residents of San Rafael, Bulacan growing dependent - or they perceive to be dependent on the aids and benefits extended by the private companies. It is found that while majority of them do not think that it is a feasible, permanent solution to government's lack of responsibility delivery, they have acknowledged the fact that these temporarily supply their demands - for education, employment, and health, among others. The problem here though is that these programs are unsustainable and unpredictable. Companies have main underlying agendas - e.g. profit increase and public relations; social service comes last on their priority list. As long as the set-up is like this, no genuine help is given in the local community. The private companies even perpetuate the vicious cycle of poverty that traps residents in their current quality of life - always in need and always dependent. Empowered community is a primary and a necessary tool to jumpstart the development of the local community. It starts small in the barangays - where the residents' voices are united and heard and their concerns are immediately addressed by the local government and other sincere non-government organizations. Appropriate execution of State power to serve the interests of its local people must be called for to put an end to poverty - hence, to put an end to all social problems. en_US
