Abstract:
Land is a primary factor for production and ownership of the land will help
determine the equality in income distribution. The problem of landlessness
among farmers has persisted since the Spanish Era. There is a great resistance
of the elite landlord class to any significant breakup of their land monopolies,
even worse land reform schemes have catered to the wishes of these landlord
elites. The implementation of genuine agrarian reform program will help solve the
most pressing problem in the country today: massive poverty and insurgency.
There have been several reform programs but none of these have truly
distributed land to its actual tillers. The peasantry who make up the largest part of
our population continue to be ruthlessly exploited by landlords, credit, trading and
are kept in miserable poverty. Being an agricultural economy, when land is
placed under the direct ownership of the farmer-tillers and adequate support are
provided by the government, there will be certainly a boost in the agricultural
sector of our economy
This study intends to analyze the causes of the success or the failure of
the implementation of the Comprehensive Agrarian Reform Program as one of
the land reform schemes adopted by the government. Furthermore, this study
also aims to examine the situation of the farmers in Barangay Tagbakin, Tiaong,
Quezon.
