In a country where poverty, corruption and underdevelopment define it, there is a great demand for good governance and holistic development. All of these can be achieved not only in the national setting but can also be attained in the local level. The Republic of the Philippines needs a servant leader who would exhibit good governance and have holistic development as his or her legacy in the political level. The study focuses on the projects, policies and programs of Sec. Robredo--- former Department of Interior and Local Government (DILG) secretary--- during his term as Mayor of Naga City and considers these as part of his legacy .All of which are aligned with the Liberating Theory--- a theory which considers the complimentary holistic approach as the most effective approach that can help attain holistic development. The alignment of both his achievements and the theory is used in forming an effective Local Government Development Framework, which can be used and given various modifications by Local Government Units (LGUs) in the Philippines. The effectiveness of the framework is proven through the accomplishments of his policies, projects and programs and the city of Naga in general. To give emphasis on his legacy, programs and policies during Sec. Robredo's term as DILG secretary were included, along with his Good Governance and Social Change Frameworks. Most of which were taken from his books, Making Local Governance Work: The Naga City Model (2003) and Making the Best Better (2006) --- both books were authored while he was still Mayor of Naga City. |
