Abstract: | Disaster management is a scientific and systematic process in order to create planned actions for disaster prevention and mitigation, preparedness, response and, rehabilitation and recovery. Unfortunately, even if the Philippines is one of the most disaster prone countries in the world, disaster management has not been one of the priorities of the national government. In 2009, together with its neighboring cities and municipalities, Metro Manila was strucked by Typhoon Ondoy. One of the most affected areas was the Municipality of Cainta. With its seven barangays, the municipality was flooded and needed dire assistance. After contemplating the incidence, this led the government to create a community-based and proactive disaster management planning by passing Republic Act No. 10121 or the Philippine Disaster Risk Reduction and Management (DRRM) Act of 2010. In this research, the study aims to assess whether the local government is working towards a better disaster management planning through critical analysis of the flood disaster management plans, particularly in Barangay San Isidro. Disaster risk reduction management plans of both the municipality and the barangay were obtained, as well as series of interviews with the residents were performed, in order to assess and determine the municipal-barangay relationship, barangay-community relationship and the overall value towards a community-based, proactive disaster management planning. |
