Abstract: Development projects as well as programs are formulated and implemented for a country to grow, improve and lie competitive together with its people. People and die place should develop together in order to achieve the success of development projects. Failure to develop even one of the two especially both means failure of it. The problem with some countries especially those that belongs to the so-called third world the poor countries like the Philippines is that the development projects that they implement in their county are those development projects that are patterned from the West particularly the United States or if not patterned, it is favorable to them. Here comes die dilemma. Since the country, Philippines for example force the development projects patterned or in favor of the West or United States to fit in the country, its people (Filipinos) are suffering. As many development projects were implemented, the poorer they become. This situation is true even to the smallest political unit in the country which is the barangay (such as in the situation of Barangay Wawang Pulo in Valenzuela City) wherein the aim of development were in fact resulting to underdevelopment. The aim of this study is to present the above situation of the country in the context of the situation of Barangay Wawang Pulo. 'Id show that development projects although many are implemented but do not cater its goal.
