Abstract: Goal driven leadership of appointed executives gave them an alternative authority in dealing with the implementation of specific programs. The goals and objectives are set to effectively implement programs. They have the knowledge and managerial skills as they are have the technical knowledge on the study. However, goal driven leadership possessed by the appointed executives is not enough to provide an effective program implementation in the process. The presence of political constraints that are powerful and influential hinder the effective program implementation in the process. Goal driven leadership of appointed executives lead to effective program implementation if political constraints are absent. Otherwise, executives will have a difficult time ensuring the effectiveness of the program implemented especially when political constraints have the absolute power to challenge and veto the policies and measures on the programs implemented. In essence, goal driven leadership is not enough for appointed executives to rely on in implementing government programs. The presence of political constraints may severely affect the effective implementation of specific programs especially when political constraints involve powerful and influential individuals or institutions.
