Abstract: The development of renewable energy sources has been fairly new to why the establishment of markets in the RE sector requires the intervention of the government. In relation, the Philippines in 2008 have passed its policy on the development, commercialization and utilization of renewable energy, otherwise known as the Renewable Energy Act of 2008. The researcher interviewed key-point persons who has great knowledge about renewable energy and the RE Act of 2008. A survey was also conducted in community to learn how the RE development has affected their area and to what extent the law has affected the community. Reports and other data have been gathered to expose to where the law is at today, 5 years in its implementation. The data has showed the law been effective in enhancing development but lack of efficiency on the implementation. Issues with the government have been recognized to affect the implementation of the law. To which the research concludes three things; The Renewable Energy Act of 2008, otherwise known as R.A. 9513, has been concluded to be effectivity on its implementation but simultaneously having inefficiencies in the implementation process. And finally the law has been concluded to be a policy favouring the private sector taking out in consideration the public’s interest especially when it comes in answering to social issues. The researcher recommends further research should be conducted the better the progress in the development of renewable energy sources, measure should be done to ensure accountability and transparency with the procedures and transactions of the implementation of the law and finally, the creation and passage of a policy complementing the law to which social issues could now be answered.
