dc.description.abstractIt has been decades since the formal establishment of the Sangguniang Kabataan under the 1991 Local Government Code. And yet there are serious doubts whether it has been able to mobilize the youth to help carry out the national vision and program. In short, its very purpose to become the mainstream youth organization that government envisioned it to be has been questionable. The youth in our country as categorized falls with in the age brackets of 15-20 years old. With this age group, apparently, it is evident that they comprise a very dynamic portion of our population. Their youthfulness, being energetic and lively, when tapped may contribute a lot to our society; ergo, an important sector which when empowered will give full meaning to our democracy. According to Concern Inc. Philippines, this portion of our population is 'not only the most dynamic but also essentially enlightened in the sense that these young people are more receptive to democratic ideas which they would like to put in practice'.
