This research was focused on the quality of the health&#13;
services that the local government of Navotas is providing to&#13;
its people particularly to women. It presented an assessment&#13;
regarding the gender-responsiveness of the different health&#13;
centers in this municipality using a historical materialist&#13;
framework wherein qualitative research was primarily used,&#13;
supported by a quantitative type.&#13;
This study proved that the health care delivery in the&#13;
municipality of Navotas is not responsive to the health&#13;
needs of its clients, especially women. There are&#13;
inadequacies in the different aspects of the health care&#13;
system that causes dissatisfaction and complaints.

The study aims to determine if foreign assistance spent on transport infrastructure in the&#13;
National Capital Region generate economic growth to the country. It was inferred that it could&#13;
solve economic problems and lead to growth but it can also create problem because of&#13;
complications brought by conditions and additional debt. The study looked at the project's&#13;
background, agreements, and the relationships between NCR's Gross Domestic Product and&#13;
Foreign Borrowing. It was proven correct that foreign assistance spent on transport&#13;
infrastructure generates growth, however, projects continue to increase and agreements appear&#13;
to control the country. These variables affect the country's well and full use of the funds. It is&#13;
thus, only an immediate economic growth but creates debt problem in the long-term.

The Philippine economy is still suffering from an economic slump. Due to high&#13;
budget deficit and devaluation of the peso, more and more Filipinos are unemployed and&#13;
living in poverty. To combat such dilemma, the Central Bank of the Philippines is vested&#13;
to supervise the Philippine Financial System. Through sound policies and effective&#13;
implementation that aims to deliver a high quality of life for all Filipinos and a balanced&#13;
and sustainable growth to the economy they could greatly improve the country's plight.&#13;
However, with its 54 years and still continuing service, a lot of policies were made that&#13;
purports to serve the interest of the rich local and foreign capitalists. Through in depth&#13;
assessment and research of their policies and programs, the Central Bank failed to meet&#13;
its mission in serving the national interest of the Filipino people.

Development is a process of social transformation and human development&#13;
wherein tile people are both the subject and object of development.&#13;
In an era where economies and countries consolidate to become one global&#13;
village, the Philippines is doing its best to integrate itself in the global arena. To become&#13;
at par with the developing and advanced countries, our government anchored itself on the&#13;
so-called globalization. We adopted development strategies meant to uplift not only our&#13;
economy's status but also the lives of the people.&#13;
Past and present administrations focused on developing the economy. Different&#13;
policies and programs were implemented so as to realize the much elusive dream of&#13;
economic growth. Economic growth that aims to improve the people's lives. For&#13;
centuries, we, as with the other countries, upheld the theory that economic prosperity&#13;
would eventually trickle down to the people.&#13;
All over the world, human development has been pursued to be the relevant&#13;
manifestation of economic growth. The Little Samar fisherfolks who dwell in an urban&#13;
depressed area is an apparent picture that it has all been simply an empty rhetoric.&#13;
So, what is economic growth if it does not improve people's lives?&#13;
Development is a point of no return wherein human development and equity are&#13;
not seen as trade-offs.
