dc.description.abstract This paper critically evaluates the current funding mechanism used to finance disaster management in the Philippines at the local government level. Specifically, the paper looks into the framework and practice of disaster management financing used by the City Government of Naga. It identifies the setbacks distinct to the locality that impede the efficient and effective implementation of the city's strategies in disaster management financing. The paper looks into the local government and how it plays its role in the conduct of disaster management in the city. Most importantly, it highlights the significance of strengthening the role of the community and the people in the areas of planning and resource management of local governments in the conduct of disaster risk reduction and management. en_US
