Abstract:
Sitio Ibayo is a low-lying remote community within the first-class municipality of San Mateo Rizal. It is part of the urban barangay of Dulong Bayan 1 that has 5000+ inhabitants which includes the people residing in Sitio Ibayo. Compared to its neighboring areas, Sitio Ibayo is distinctly underdeveloped compared to its neighboring areas. This paper examines the delayed development of the area and the reason why it is so. The method used to gather data was a series of individual interviews involving the residents of the area. The individual interviews had an identical set of questions. The content of the questions ranged from the living conditions of the residents, their employment and their future aspirations. In relation to this, key informant interviews were conducted as secondary sources. The qualitative data gathered was used to draft a theory regarding this phenomenon.
