Abstract:
The occurrence of street children in an underdeveloped country like the Philippines is
one of the many facets of poverty. With the upsurge of urbanization and the government’s
laxity plus in keeping with the globalization policies, the family particularly the children
mirror the crisis.
Although it envisions itself to be as a warm community in the face of modernization, the
City of Las Pifias cannot exempt itself from the sordid phenomenon of neglected, abandoned
and working street children The government claims to uphold the rights of these children
however non-government organizations seem to be always at the forefront of providing
qualitative assistance to disadvantaged members of the society like the street children.
To prove this notion correct, this study attempts to evaluate one of the programs of a
non-government organization in Las Piflas City, Christian Action for Relief and
Empowerment, Inc (CARE, Inc.) which is the Abot-Palad Kabatan Project (enter-Based
Program or thc Abot-Palud Kabataan Project-CARE Center (APK-CARE Center). The study
presents how APK-CARE Center is able to give qualitative programs and services to its
beneficiaries based on the satisfaction of the clients themselves. It has employed the
participant-observation method as one of the major techniques of the Historical Materialist
Approach to general sufficient data and assessment. Through the immersion and in-depth
interviews, the study presents that APK-CARE sides with the underprivileged members of
the society like the beneficiaries of the center. The center uplifts the quality of their lives
through the different programs and services it maintains for these children. Aside from the
basic needs such as food, shelter, clothing, education as well as dental and medical services,
APK-CARE also instills spiritual and moral values, provides counseling and psychosocial
interventions, balances the clients’ social well-being through socio-cultural and recreational
activities, gives them self-importance through involving them in the making of the house
rules and creating other programs like family enrichment and temporary foster programs
which help in the holistic development of their clients.
