Abstract:
The Katarungang Pambarangay has been a part of the
Philippine justice system for over twenty years. However,
there are limited articles written and studies made about
its effective implementation. This study aims to give the
readers a firmer grasp of the concept as well as help the
barangay leaders identify factors that would make the
implementation of the Katarungang Pambarangay effective.
The main objective of this thesis is to determine
whether a computerization of records of the barangay would
result to an efficient implementation of the Katarungang
Pambarangay and to ascertain other factors at work that is
essential its implementation. To arrive at this, the
researcher had conducted a comparative study between two
barangays, namely Barangay U.P. Campus and Barangay 156.
The Barangay U.P. Campus has a computerization program for
its implementation of barangay justice while the Barangay
156 was recommended by the “Liga ng mga Barangay” of Caloocan City. Interviews with the barangay officials and
surveys among the residents of the two barangays were
undertaken.
The interviews and surveys were analyzed in order to
distinguish the important information from the clutter of
insignificant data. After analyzing the data gathered,
outlines, matrices and tables were constructed to summarize
all the key points that the study was looking for.
Percentages were used in areas where necessary.
The result of the surveys show that the
computerization program of the Barangay U.P. Campus could
result to a high performance level of Katarungang
Pambarangay but it is not an essential element for its
effective implementation, other more important factors were
at work. These factors such as organization of the
barangay, good and trustworthy leadership, skilled barangay
officials, trained Lupong Tagapamayapa, cooperative taong
bayan which were given by the respondents of the two
barangays proved to be the vital elements that the two
barangays have in their implementation.
