dc.description.abstract The Philippines has experienced numerous land reform schemes, to no apparent avail to the farmers’ lives. This thesis seeks to know if the Comprehensive Agrarian Reform Program has brought about a more equitable distribution of lands to the farmers of Barangay Cabugao, Altavas, Aklan. The researcher made use of primary and secondary sources of data which came from dialogues with and distribution of questionnaires to the farmers of Cabugao, and from printed materials from the DAR and other related materials. The data were subsequently analyzed quantitatively and qualitatively. Because the CARP failed dismally to reach its target area of lands for redistribution, the ARC strategy was launched by the Ramos administration to cover this failure and to pave the way for its globalization program. In connection with this, the Cabugao-Dalipdip ARC was launched in 1996. According to the farmers and written records, private agricultural lands were successfully distributed to farmers and most of the farmers assert that they have received support in tilling their lands. The ARC however, is sorely lacking of pre and post harvest facilities and the provision of Farm-to- Market Roads in particular was the most mentioned support they have yet to receive. en_US
