Abstract:
This study is primarily conducted to determine the socio-economic and
environmental impacts of the Phividec Industrial Estate-Misamis Oriental as perceived by
the Local Government Units and the Non-Government Organizations in the two
municipalities of Tagoloan and Villanueva. Specific objectives include the description of
the Phividec Industrial Estate in terms of its accomplishments and SWOT (Strengths-
Weaknesses-Opportunities-Threats) Analysis, finding out how the Local Government
Units and the Non-Government Organizations perceive the impact of the PIE-MO and the
determination of the impact of the PIE-MO in the two municipalities of Tagoloan and
Villanueva in Misamis Oriental. The primary sources were drawn from the survey
conducted with the Local Government Units and the Non-Government Organizations
(one from each municipalities of Tagoloan and Villanueva). The secondary sources were
gathered from the Provincial Capitol of Misamis Oriental, Municipal Hall of both towns
of Tagoloan and Villanueva in Misamis Oriental, Main Office of Phividec Industrial
Authority, Department of Trade and Industry, National Economic and Development
Authority and libraries. Descriptive analysis as well as frequency tabulation were used to
threat the data gathered from the survey. The Likert Scale was also used to determine the
degree of perception of the Local Government Units and the Non-Government
Organizations as to their agreement on the given impact of the PIE-MO.
Results show that for the economic impact, the PIE-MO is competitive with the
Export-Processing Zones and the Free Port Processing Zones in attracting prospective
investors and the 31 operational industrial firms registered in PIA generate investments
into the PIE-MO. The social impact include the delivery of health services with the
avoidance of possible misunderstanding with the government by the PIE-MO
management, assistance of the relocated residents in their orderly transfer and
resettlement, increase in the training and nursery centers and in the provision of peace
and order, opportunity to own home lots for the relocated beneficiaries, loss of land to till
for the farmers, trauma of being away from immediate relatives experienced by the
displaced residents, increase in population and the occurrence of migration. The
environmental impact include the extinction of marine resources which consequently
affected the livelihood of the fishermen, air and water pollution caused by the tire and
tube manufacturing and the vegetable processing industry, noise pollution brought about
by the loud machine operation in the steel foundry and metal fabrication, increase in the
respiratory diseases such as pneumonia and PTB among the workers in the tire and tube
manufacturing, ceramics manufacturing, ferrous casting and metal stamping industry and
the decrease in the ecological balance with the cutting of the fruit-bearing coconut trees.
It is recommended that in order to make the PIE-MO “the hub of economic
activities,” the government through the PIA should maximize its strength and minimize
its weaknesses. Minimizing its weaknesses includes the construction of the necessary
infrastructures such as power, telecommunications. airport, ports and roads, proper
dealing of lands between the landowners and PIA or investors, resolution of an agreement
of benefits and compensations between the relocated residents and PIA, intensive training
of the people and the settlement of the issue concerning the proportionate allocation of
the real property tax collected between the Local Government Units of both
municipalities of Tagoloan and Villanueva and PIA. Further study in the present
situation of the relocated residents as well as the issue concerning the proportionate
allocation of the real property tax collected between the Local Government Units in the
two municipalities of Tagoloan and Villanueva and PIA is recommended.
