Abstract:
This study was conducted to evaluate the socioeconomic
conditions of the recipients of the Kapitbahayan
Housing Project by the National Housing Authority at Dagat Dagatan,
Navotas 27 years after its conception. It is
imperative to site the problems encountered or faced by the
area. It answers the question whether the project has made
an impact regarding the housing problem faced by the area.
The method used by the researcher was qualitative
research such as participatory observations, interviews and
archival research. The survey method used was accidental
sampling.
The Kapitbahayan Housing Project failed in giving
adequate help in social and economical areas for which the
residents need to have right now. The failure of the
Kapitbahayan Housing Project is a reflection of the true
state of socialized housing in the country today. It is
also seen as the failure of the government in providing
basic social services for the Filipinos.
In light of the foregoing findings and conclusion, the
researcher recommends that there should be meaningful
participation of urban poor communities in the planning and
implementation of housing and relocation programs of the
government. Second, the government housing policy should
attack the root cause of the problem which is the urban
poor's lack of access to land tenure and security. Third,
local governments should help provide areas for relocation
or building of new housing projects.
