The researcher had analyzed the philosophical foundation of the two organizations that affects the approaches of KARAPATAN and TFDP in making an impact in legislation. The achievements of these Non-Government Organizations in legislative work were also scrutinized. The researcher was able to determine the barriers confronted by these organizations in setting their legislative agendas. Upon evaluating the objectives of the study, the researcher was able to identify the factors that affect the entry of human rights organization in the Philippine Legislative System. The approaches of KARAP AT AN and TFDP in making impact to legislation was found out to be distinctive with each other in line with their difference in the context of human rights that is in line with their ideological framework. But there are also cases of ideological convergence at some points that can be observed in their legislative work.
