Abstract:
Climate change effects are felt and observed around the world. The Philippines in fact is part of the list of the most vulnerable countries to climate change effects. The Philippine government have enacted policies and programs in order to combat the detrimental effects of climate change. But mainstreaming climate change programs locally is also being done to address climate change issue at the grassroot level. The local government units of Quezon City and Pasig City serve as the frontline agencies in the formulation, planning, and implementation of their respective climate change programs. Apart from that, several government agencies, civil society organizations, local residents, and private sector also contributed in the implementation of various climate change programs and supplemented the initiatives of the local government units. The rationale of mainstreaming climate change programs in local government is also affected by several factors namely: project continuity, prioritization, availability of technical knowledge, professionalization & budget, and civic capacity.
