“Beep! Beep!: A Study on How Multi-Scalar Governance on Road and Traffic Management Affects Vehicular Traffic In EDSA

Abstract

This study aims to know how multi-scalar governance involving MMDA and the six LGUs in Metro Manila affect vehicular traffic in EDSA. Literature has shown causes of traffic such as region’s dense population, increase in the number of vehicles, lack of road infrastructures and lack of discipline. However, lack of focus on local governance as a determinant of traffic is understudied. This study will rely on secondary literatures and interviews from office and field workers of the institutions. Thus, this will verify if a city-centric approach rather than an integrated regional approach to governance causes lack of coordination and pursuit of personal interest, resulting to vehicular traffic. Furthermore, this study contributes by analyzing implications for policy and administrative reforms as well as power sharing configurations for public service and developmental projects.
