Abstract:
Most of the Filipino citizens don't have access to health care due to financial constraints. To solve this problem, the government has established agencies that provide financial assistance to people with financial constraints problem. One of these agencies is the Philippine Charity Sweepstakes Office, which is mandated by the government to gather funds for charities, health programs, and medical assistance and services of national character. One of the programs of the agency is the Individual Medical Assistance Program (IMAP), which provides financial assistance through the provision of Guarantee Letters to the applicants of the program. This paper shows statistical data with regards to how the program has been doing. It also shows the different problems of the program that is experienced by the applicants. It also shows how the program has not been achieving its main objective, according to their guidelines, which is providing financial assistance for the patient to be able to attain full recovery and return to normal social functioning. Patients are not receiving enough assistance for them to achieve full recovery from their illness.
