Title: A Proposed Communication Training Program for the Local Government Unit of Aglipay, Quirino

Abstract: The study is about the communication needs of the Local Government Unit of Aglipay. The researcher firmly believes that in order for the local government unit to fulfill its duties and responsibilities as mandated by the Local Government Code of 1991, it should be able to communicate effectively with its constituents. In order to do so, the local government unit should also have a strong sense of solidarity and unity which can only be achieved through good internal communication. The study is specifically aimed at developing and improving the communication competencies of the members of the Local Government Unit of Aglipay, Quirino. Based on the results of the Needs Assessment phase, the researcher found out that the employees of LGU- Aglipay are least knowledgeable, skilled and receptive in the areas of Law Making, Public Hearing, Meeting in Caucus, Program and Project Formulation and Program and Project Evaluation. This could be problematic because these are key functions of the LGU. Their strength lies in Cooperation and Collaboration, Information Dissemination and Policy Dissemination. Therefore, the researcher proposes a Communication Training Program that will address the identified communication needs. The Proposed Communication Training Program will consist of three parts, Communication Knowledge Training, Communication Skills Training and Communication Attitude Training.
